Originally started in 1965 or 66 and was funded with 3 billion, projections on costs out to 1990 were 12 billion, in 1990 the costs were 107 billion about 89% over what our government projected, so the current legislation is tagged at 1.2 trillion, if were 89% over on this projection.....someone else can do the math. Harry Truman and his wife were first to recieve there cards from LBJ. Original payroll costs 1% plus or minus, now is 2.9% (employee and employer). Fraud, waste, etc. in excess of 60 billion 2009 figures. Costs were 454 billion in 2008. Government has transfered funds many times to be used elsewhere.
A nice article from 1993 explains some history of the program, its five pages. I don't kow what type of slant it has and really don't care. The program has never been funded properly, will never be funded properly, and is not the great program the government would like for you to believe. It is adequate at its best, but we know once we have FREE health care for all they'll do a great job, history certainly shows us that.
